The Guangdong-Hong Kong-Macao Greater Bay Area refers to the urban agglomeration covering 9 cities namely Guangzhou, Foshan, Zhaoqing, Shenzhen, Dongguan, Huizhou, Zhuhai, Zhongshan Jiangmen and two special administrative regions of Hong Kong and Macao. It is the fourth largest bay area after New York Bay Area, San Francisco Bay Area in the United States and Tokyo Bay Area in Japan. It is an important spatial carrier in the construction of a world-class urban agglomeration and the participation in global competition by China.
The Guangdong-Hong Kong-Macao Greater Bay Area is not a new concept proposed in recent years, but as early as in the 1980s and 1990s, the three regions started to cooperate and inter-connect; between 2008 and 2011, the governments of Guangdong, Hong Kong and Macao launched the conceptions of “a world-class urban agglomeration”, “a world-class new economic region” and “one bay and three regions” in succession in the documents such as the Plan Outline for the Pearl River Delta Region, the Framework Agreement for Cooperation between Guangdong and Hong Kong and the Plan Study on Coordinated Development of Urban Agglomeration in the Greater Pearl River Delta Region respectively. In the 13th Five-Year Plan of China, the concept of “Guangdong-Hong Kong-Macao Greater Bay Area” has been expressly put forward.
During the opening meeting of the fifth session of China’s 12th National People’s Congress (NPC) Chinese Prime Minister Li Keqiang announced that the government will draw up a plan for the development of a city cluster in the Guangdong-Hong Kong-Macao Greater Bay Area.
